POST /v1/billing/overage

Primary key only, commercial tiers only. Switching it ON lets calls continue past your allowance, up to `ceiling`, and the excess is invoiced at `rate_per_1000_cents` per 1,000 credits on your next invoice. Switching it OFF restores the hard 402 at the allowance immediately — including mid-period, in which case the overage already used is still invoiced, because it was already served.
